Raul Ramos, 43, of Holyoke, stood in federal court today and admitted to dealing cocaine in a brazen transaction that fed the street trade in western Massachusetts. Ramos pleaded guilty to one count of distribution and possession with intent to distribute, marking the end of a multi-agency probe into drug networks spanning Springfield and Holyoke.
The deal went down on November 8, 2016, when Ramos handed over 27.712 grams of cocaine in exchange for $1,300 in cash. The weight and price point point to a calculated street-level operation—one that federal investigators say was part of a broader pattern of illicit trafficking in the region.
The case emerged from a sweeping investigation involving federal, state, and local law enforcement, a collaboration designed to dismantle drug supply chains feeding into vulnerable communities. Authorities have signaled they’re cracking down on middle-tier distributors like Ramos, who operate between suppliers and street-level dealers.
Now, Ramos faces up to 30 years behind bars, a minimum of six years of supervised release, and a potential $2 million fine. U.S. District Court Judge Mark G. Mastroianni will hand down the sentence on May 3, 2018, weighing the U.S. Sentencing Guidelines and other statutory factors.
Today’s announcement was made jointly by U.S. Attorney Andrew E. Lelling; Harold H. Shaw, Special Agent in Charge of the FBI’s Boston Field Division; Colonel Kerry A. Gilpin of the Massachusetts State Police; Springfield Police Commissioner John Barbieri; and Holyoke Police Chief James M. Neiswanger. The prosecution is being handled by Assistant U.S. Attorney Todd E. Newhouse of Lelling’s Springfield Branch Office.
