Sacramento, CA — Federal prosecutors have slammed Mark A. Richards, 48, with a three-count indictment over the online advertisement and distribution of child pornography, marking another high-stakes arrest in the government’s crackdown on digital predators.
The charges stem from alleged actions in January 2018, when Richards made illicit material accessible through a peer-to-peer file sharing network. According to court documents, he didn’t just leave the files exposed — he actively handed over passwords to undercover agents who requested access, opening the floodgates to graphic content depicting child sexual abuse.
On two separate dates — January 7 and January 11, 2018 — federal investigators outside California downloaded child pornography directly from Richards’ shared folders. Each download was logged, traced, and preserved as evidence in what has become a textbook federal sting operation targeting file-sharing networks exploited by predators.
The FBI led the investigation, drilling down on digital footprints that pointed straight to Richards’ doorstep. He was arrested on February 14, 2018, and has remained in federal custody ever since. Now, he faces the full wrath of federal sentencing statutes: up to 30 years in prison for advertising child pornography and 20 years for each distribution count, plus fines of $250,000 per charge.
Assistant U.S. Attorney Matthew G. Morris is handling the prosecution, building a case that hinges on digital evidence and the defendant’s own communications with undercover officers. While the charges are not convictions, the evidence trail appears damning — and underscores the Justice Department’s relentless push under Project Safe Childhood to root out online exploiters.
This case was brought as part of Project Safe Childhood, a nationwide DOJ initiative launched in 2006 to combat child sexual exploitation. The program unites federal, state, and local forces to hunt down offenders and rescue victims. For now, Richards sits behind bars awaiting trial — a stark warning to others hiding behind encrypted files and anonymized networks. The charges are allegations, and he is presumed innocent until proven guilty beyond a reasonable doubt.
