Kirsty C. Hartley, once employed at a CVS Pharmacy in Salina, pleaded guilty last month to one count of distributing and dispensing controlled substances without a legitimate medical purpose. She admitted to illegally dispensing more than 21,000 tablets of hydrocodone with acetaminophen — a massive diversion that slipped through standard pharmacy oversight.

The scheme relied on insider access and marital trust. Dalton Hartley acknowledged he knew his wife altered real prescriptions to justify the unauthorized dispensing. The couple exploited her professional license to feed his personal use and street trades, turning a medicine cabinet into a criminal pipeline.

As part of a joint sentencing recommendation, both parties agreed to 18 months of house arrest and 200 hours of community service. Kirsty Hartley has permanently surrendered her pharmacist license, ending her career in healthcare under federal indictment.

U.S. Attorney Stephen McAllister credited the Salina Police Department, the Drug Enforcement Administration, and Assistant U.S. Attorney Mona Furst for dismantling the operation. The case highlights how trusted medical roles can be weaponized from within — one prescription at a time.
