Hagans, a 42-year-old resident of Utica, New York, is charged with conspiring to distribute cocaine and cocaine base, also known as crack, from the summer of 2011 through June 26, 2012. The indictment alleges that Hagans and his co-conspirators trafficked these illicit substances in and around Utica.

Hagans and 17 other defendants were charged in two separate federal indictments: US v. SEAN HAGANS, et al. (5:13-CR-137) and US v. REID SOOK, et al. (5:13-CR-187).

According to the indictment, Hagans and his co-conspirators distributed cocaine and cocaine base in the Utica area, often using violence and intimidation to protect their operation.
