PROVIDENCE – Christopher Hayes, 49, of Middletown, R.I., former Newport, R.I., Police Department Sergeant and ex-President of the Fraternal Order of Police (FOP), Newport Lodge No. 8, faced a judge today on charges of wire fraud. The arraignment occurred in U.S. District Court in Providence following an initial appearance.
Hayes stands accused of using an FOP debit card to cover his personal expenses between August 2009 and December 2014. He is alleged to have written checks payable to himself from the FOP’s bank account, withdrawn cash for personal use, and made online payments to his own credit card from the union’s funds. The DOJ estimates Hayes fraudulently converted approximately $71,523.
The arraignment was conducted before U.S. District Court Magistrate Judge Lincoln D. Almond, where a not guilty plea was entered on behalf of Hayes. He was released on a $10,000 unsecured bond.
Announcing the charges were the United States Attorney’s Office for the District of Rhode Island; the U.S. Department of Labor – Office of Inspector General and Office of Labor Management Standards; and the Rhode Island State Police. The information and plea agreement in this case was filed with the U.S. District Court on March 20, 2017.
