A 23-year-old Heber Springs man has been sentenced to 180 months in federal prison for producing child pornography, exploiting minors as young as 13 through digital enticement and sexual abuse. Spencer Goudy, described by federal investigators as a predator who weaponized technology to exploit children, was handed his sentence by Chief U.S. District Judge Brian S. Miller in Little Rock.
Goudy was indicted on July 7, 2015, on multiple counts including four counts of enticement of a minor to engage in a sex act, two counts of production of child pornography, and one count of possession of child pornography. The charges stemmed from a pattern of predatory behavior targeting five minors between the ages of 13 and 16 at the time of victimization. His crimes first came to light in May 2014 when a 13-year-old girl disclosed to Arkansas State Police investigators that she was engaged in a sexual relationship with Goudy.
Following his arrest, law enforcement seized Goudy’s cellphone and executed a federal search warrant. The device contained graphic evidence: sexually explicit images of minors and digital communications in which Goudy lured underage girls into sexual acts. He was also charged at the state level in both Cleburne and White Counties with Rape of a minor under 14, a felony under Arkansas Code Annotated 5-14-103(a)(3)(A).
On December 2, 2015, Goudy pleaded guilty to one count of production of child pornography. In exchange, federal prosecutors dismissed the remaining counts in the indictment, along with the state-level rape charges. However, the plea deal did not spare him from the full weight of federal sentencing guidelines.
“Forcing minors to engage in sex and sharing the assaults with others is an unconscionably heinous act,” said Raymond R. Parmer, Jr., Special Agent in Charge of Homeland Security Investigations (HSI) New Orleans. “HSI will continue to work with our law enforcement partners to ensure people who prey on children are brought to justice.”
Goudy must now serve 15 years in federal prison followed by five years of supervised release. He is required to register as a sex offender for life. “A sentence of 15 years will never undo the irreparable harm caused to the victims of Goudy,” said U.S. Attorney Christopher R. Thyer. “However, this sentence will hopefully deter those individuals who seek to destroy the innocence of Arkansas’ children.” The case was investigated by the Heber Springs Police Department, Arkansas State Police, and Homeland Security Investigations, and prosecuted by Assistant U.S. Attorney Kristin Bryant.
