CROIX, VI – Luis Davis, 34, will spend the next 15 and a half years behind bars after a federal judge handed down a harsh sentence for a brutal home invasion and carjacking that terrorized a St. Croix couple in 2017. U.S. Attorney Delia L. Smith announced the sentencing today, detailing the 186-month incarceration ordered by District Court Judge Wilma A. Lewis.

The crime unfolded in the early morning hours of September 10, 2017, in Estate Rust Op Twist. Davis, alongside two unidentified accomplices, stormed into the home of a couple, brandishing a firearm and immediately resorting to violence. The male victim was physically assaulted, taking a beating that included punches to the head, while the couple was threatened with death as the assailants demanded money. This wasn’t a simple robbery; it was a calculated act of intimidation and violence.

The situation escalated rapidly. At gunpoint, Davis and his crew forced the couple into the back seat of their Toyota Tacoma pick-up truck. They were driven to a remote shoreline location where the male victim’s wallet had been left. After retrieving the stolen wallet, the group fled the scene in both the Toyota Tacoma and a Jeep Wrangler, leaving the victims shaken and traumatized. The total haul included $200 in cash, two iPhones valued at $600 each, and an iPad worth $200.

Judge Lewis didn’t stop at the lengthy prison sentence. In addition to the 186 months of incarceration, Davis was sentenced to five years of supervised release upon his eventual release. He was also slapped with a $1,000.00 fine, a $300.00 special assessment, and ordered to pay $1,600.00 in restitution to the victims, a small measure of compensation for the lasting damage inflicted. This sentencing sends a clear message: violent crime will not be tolerated in the Virgin Islands.

This isn’t Davis’s first brush with the law. Court records reveal a prior conviction for first-degree assault in the Superior Court of the Virgin Islands back in 2011, demonstrating a pattern of violent behavior. The investigation was a joint effort between the Virgin Islands Police Department and the Federal Bureau of Investigations, with Assistant United States Attorney Daniel H. Huston leading the prosecution.

The case falls under the umbrella of the Department of Justice’s Project Safe Neighborhoods initiative, a nationwide program designed to bring together law enforcement and community leaders to combat violent crime. This sentencing is a direct result of that collaborative effort, aimed at making communities like St. Croix safer.
