Stephen Bernier, 53, of St. Croix, is headed to federal prison after being sentenced to 36 months for conspiracy to possess with the intent to distribute marijuana. The sentencing, handed down today in St. Thomas, U.S. Virgin Islands, marks the end of a years-long investigation into a drug ring exploiting the U.S. mail system.
District Court Judge Curtis V. Gomez imposed the three-year prison term followed by three years of supervised release. Bernier was also ordered to pay a $100 special assessment and complete 300 hours of community service—non-negotiable penalties in a case that exposed glaring vulnerabilities in postal security.
Bernier pleaded guilty on November 3, 2017, to his role in a coordinated smuggling operation that ran from January 10, 2016, to March 8, 2017. During that time, he and a network of co-conspirators shipped approximately 140 kilograms of marijuana through the United States Postal Service, using deceptive packaging and false declarations to evade detection.
Federal investigators say the operation was neither amateurish nor isolated. Authorities with the United States Postal Inspection Service and Homeland Security Investigations uncovered a pattern of suspicious parcels routed through St. Croix with final destinations across the mainland. The bust highlights how traffickers are increasingly exploiting federal mail infrastructure for illicit gain.
The prosecution was handled by Assistant U.S. Attorney Sigrid M. Tejo-Sprotte, who emphasized the seriousness of using government systems to facilitate drug distribution. “This sentence sends a clear message,” she stated in court documents. “The U.S. mail is not a delivery service for criminal enterprises.”
Bernier now begins his federal sentence with no early release options, joining a growing list of defendants caught in the DOJ’s crackdown on drug trafficking in U.S. territories. The case remains a stark reminder: even in remote corners of the nation, federal law enforcement is watching, tracking, and closing in.
