Teacher’s Aide Indicted in Child Exploitation Case

ALEXANDRIA, VA – Monis Irfan, 21, of Springfield, Virginia, is facing a lifetime behind bars after a federal grand jury handed down an indictment charging him with horrific crimes against a child. Irfan, formerly an instructional assistant and substitute elementary school teacher with Fairfax County Public Schools, allegedly attempted to coerce a minor into illegal sexual activity.

The indictment details that between January and February of 2019, Irfan allegedly attempted to persuade and induce a minor under the age of 13 to engage in these acts. This isn’t the extent of the alleged depravity; the indictment further alleges that between 2018 and 2019, Irfan traded, transported, and possessed child pornography using his cell phone and personal laptop. This isn’t a case of simple possession – the charges suggest a deliberate and ongoing pattern of abuse.

If convicted on the charge of attempted coercion and enticement of a minor, Irfan faces a mandatory minimum of ten years in prison, with the potential for a life sentence. The charges relating to the receipt, distribution, and transportation of child pornography carry a mandatory minimum of five years per count, with a maximum of 20 years on each. While federal sentencing guidelines often result in penalties below the maximum, the potential consequences are devastating.

The investigation was a multi-agency effort led by the FBI Washington Field Office’s Child Exploitation and Human Trafficking Task Force. The task force included agents and detectives from a dozen agencies – Fairfax County Police, Arlington County Police, Prince William County Police, Loudoun County Sheriff’s Office, and more – demonstrating the widespread concern over this type of predation. The Fairfax County Police Department initially brought the case to the task force’s attention.

This case is being prosecuted under Project Safe Childhood, a nationwide initiative launched in 2006 aimed at combating child sexual exploitation and abuse. U.S. Attorney G. Zachary Terwilliger, FBI Special Agent in Charge Matthew J. DeSarno, and Fairfax County Chief of Police Colonel Edwin C. Roessler Jr. jointly announced the indictment. Assistant U.S. Attorneys Maya D. Song and William G. Clayman are handling the prosecution.
