Terror Plot Foiled: 2 Men Sentenced to 25 Years

RIVERSIDE, California – Two men with ties to the Inland Empire have been sentenced to 25 years in federal prison for participating in plots to provide material support to terrorists and kill American personnel.

Sohiel Omar Kabir, 37, a naturalized United States citizen who was born in Afghanistan and resided in Pomona until late 2011, and Ralph Deleon, 26, of Ontario, a lawful permanent resident and citizen of the Philippines, were sentenced by United States District Judge Virginia A. Phillips.

The men were convicted of conspiring to provide material support to terrorists and conspiring to murder United States military and government personnel, among other charges. They were also found guilty of conspiring to provide material support to a designated foreign terrorist organization, namely Al-Qa’ida, and conspiring to receive military-type training from Al-Qa’ida.

The plot unfolded in 2010, when Kabir introduced Deleon and Miguel Alejandro Santana Vidriales to radical Islamic ideology. Kabir left the United States in the final days of 2011 and arrived in Afghanistan in July 2012, where he continued to communicate with Deleon and others, encouraging them to join him.

Deleon, Kabir, and others involved in the plot were heavily influenced by the doctrine of Anwar Al-Awlaki and other advocates of violent jihad. In September 2012, Deleon recruited Arifeen David Gojali to join the plot, and the men planned to travel to Afghanistan to engage in violent jihad.

The FBI arrested Deleon, Santana, and Gojali on November 16, 2012, as they departed a Chino apartment in a car driven by Deleon. The men had planned to cross the border into Mexico and then travel to the Middle East by air.

United States Attorney Stephanie Yonekura said, ‘This case demonstrates the need for vigilance and swift action to counter the false allure of violent extremism.’ David Bowdich, the Assistant Director in Charge of the FBI’s Los Angeles Field Office, added, ‘The defendants betrayed the citizens of the United States by supporting terror and conspiring to murder military members serving overseas.’
