BEAUMONT, Texas – A 62-year-old woman who wielded the power of a state investigation to line her own pockets has confessed to federal crimes. Melva Darlene Blakemore, formerly a Senior Investigator with the Texas Health and Human Services Commission, pleaded guilty to theft of federal funds on March 26, 2013, before U.S. District Judge Marcia Crone. The case lays bare a disturbing abuse of authority and a cynical exploitation of a vulnerable citizen.
The scheme unfolded in May of 2008 when Blakemore, while investigating a supposed overpayment of $2,520 in Supplemental Nutrition Assistance (SNAP) benefits – delivered via Lone Star Card – allegedly threatened a recipient with indictment and prosecution if the money wasn’t immediately returned. Blakemore didn’t just demand repayment; she demanded it *in cash*, with a chilling stipulation: no receipt. She promised the individual that the funds would be discreetly funneled to an associate in Austin, effectively shielding them from legal repercussions.
Fortunately, the recipient wasn’t willing to be strong-armed. They wisely contacted local authorities, who swiftly organized a surveillance operation. Law enforcement observed the meeting between Blakemore and the SNAP recipient in a Nacogdoches, Texas parking lot. The setup proved successful. Blakemore absconded with the cash, only to be intercepted shortly after, with a portion of the stolen funds already deposited into her personal bank account. The remainder was discovered stashed within her vehicle, damning evidence of her criminal intent.
This wasn’t a spur-of-the-moment decision. Blakemore clearly planned the extortion, leveraging her position within the Health and Human Services Commission to intimidate and steal from someone already struggling to make ends meet. Beyond incarceration, she’s also been ordered to pay restitution totaling up to $31,008.00 – a figure that presumably includes the stolen SNAP benefits and any associated investigative costs. A sentencing date has yet to be determined, but Blakemore’s days of preying on those she was sworn to serve are over.
