Theresa Blow, Grand Isle Embezzlements, Vermont 2024

Theresa Blow, a 65-year-old resident of Enosburg Falls, has been found guilty of embezzling over $117,000 from a non-profit pre-school and after-school care center in South Hero, Champlain Islands Parent-Child Center, and Grand Isle County.

U.S. District Judge William K. Sessions III sentenced Blow to one year and one day of imprisonment for her crimes, which included writing unauthorized checks, forging signatures, and depositing the forged checks into her personal bank account. The checks were made payable to herself or her husband’s business.

According to court records, Blow embezzled more than $61,000 from the Champlain Islands Parent-Child Center between 2010 and March 2014. She also embezzled tens of thousands of dollars from Grand Isle County, where she served as appointed treasurer since 2008. The court determined the Grand Isle County embezzlement totaled more than $39,500.

Additionally, the court found that Blow had embezzled $2,400 from a third employer, the Law Office of David Carter, a law firm in South Hero. This case was investigated by the Vermont State Police and the Federal Bureau of Investigation.

Blow is represented by Mark Kaplan, and the prosecutor is Assistant U.S. Attorney Gregory Waples. The court ordered Blow to surrender to the Bureau of Prisons on March 10 to begin serving her sentence, followed by three years of supervised release.
