Vermont Woman Jailed for Embezzlement

A Vermont woman has been sentenced to prison for embezzling over $117,000 from a non-profit pre-school and after-school care center, a county, and a law firm. Theresa Blow, 65, of Enosburg Falls, was sentenced to one year and one day of imprisonment in United States District Court in Burlington.

Blow pleaded guilty to a charge of federal program embezzlement in September. The sentence also includes three years of supervised release following completion of her prison term, as well as restitution of over $117,000. Blow is required to surrender to the Bureau of Prisons on March 10 to begin serving her sentence.

The embezzlement occurred between 2010 and March 2014, during which time Blow served as a contract bookkeeper for the Champlain Islands Parent-Child Center in South Hero. She wrote unauthorized checks totaling over $61,000, which were made payable to herself or her husband’s business. The checks were then forged to make it appear as though they were authorized.

Blow also embezzled tens of thousands of dollars from Grand Isle County, where she served as appointed treasurer since 2008. The court determined that the Grand Isle County embezzlement totaled over $39,500. In addition, Blow embezzled $2,400 from the Law Office of David Carter, a law firm in South Hero.

The case was investigated by the Vermont State Police and the Federal Bureau of Investigation. Blow is represented by Mark Kaplan, and the prosecutor is Assistant U.S. Attorney Gregory Waples.

Theresa Blow’s actions have left a trail of financial devastation in the community. The Champlain Islands Parent-Child Center provides vital services to families in the area, and the embezzlement of over $61,000 has undoubtedly caused financial hardship for the organization.
