CHARLES CITY, IOWA – Thomas Jay Downer, 34, is headed to federal prison for 14 years after admitting to a dangerous combination of explosive devices and drug trafficking. Downer was sentenced Friday by U.S. District Court Judge C.J. Williams, following a guilty plea entered in July 2022.
Downer confessed to distributing over 5 grams of pure methamphetamine on October 27, 2020. But the drug dealing wasn’t the extent of his criminal activity. Just days later, on October 30, 2020, he admitted to possessing and selling five crudely constructed pipe bombs. These weren’t sophisticated devices; authorities revealed they were fashioned from plastic plumbing pipe and packed with shrapnel in the form of BBs and nails – designed to inflict maximum damage.
Adding to the charges, Downer was already a convicted felon when he possessed firearms on November 13, 2020, a clear violation of federal law. Court records show he’s built up a significant criminal history, earning him the designation of a “career offender” by the court, a factor that heavily influenced the length of his sentence.
The 168-month sentence – 14 years – will be followed by a five-year term of supervised release. Those hoping for early release should know there’s no parole in the federal system. Downer is currently in the custody of the U.S. Marshals awaiting transfer to a designated federal prison.
The case was a joint effort by the Iowa Division of Narcotics Enforcement and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant U.S. Attorney Patrick J. Reinert prosecuted the case. This prosecution falls under Project Safe Neighborhoods (PSN), a Department of Justice program focused on reducing violent crime and gun violence through collaboration between law enforcement and communities.

While the program aims to improve neighborhoods, Downer’s actions demonstrated a clear disregard for public safety and the rule of law.
