Thorpe, McLain, Healthcare Fraud Conspiracy, Florida 2024
Two men from North Carolina are behind bars after being sentenced in a high-profile healthcare fraud case. Shawn Thorpe (30) and Ruben McLain (46) were found guilty of participating in a conspiracy to commit healthcare fraud, with Thorpe receiving a 2-year prison sentence and McLain serving 4 years and 9 months.
The scheme centered around Coastal Bay, a medical care provider that catered to Medicaid patients. McLain, despite being excluded from billing federal healthcare programs due to a 2011 conviction for healthcare fraud, continued to work with Thorpe, who failed to disclose this information to the Medicaid program.
In an effort to conceal his involvement, McLain used an alias, ‘Julian Winchester,’ and traveled from North Carolina to Jacksonville to assist in Coastal Bay’s operations. The alias was used for various functions, including hiring and firing employees, seeing patients, and performing managerial tasks.
McLain’s family benefited significantly from his involvement in Coastal Bay, with access to a company credit card and direct payments totaling over $10,000. He also used the credit card for personal expenses, including dining, furniture purchases, and gas.
The investigation was led by the U.S. Department of Health and Human Services – Office of Inspector General and the State of Florida Medicaid Fraud Control Unit. Assistant United States Attorney Jay Taylor handled the prosecution.
The sentencing is a major blow to the duo’s scheme, with Thorpe ordered to pay $211,311.20 in restitution and McLain facing a steeper price of $1,159,050.51. Their imprisonment serves as a reminder of the consequences of participating in healthcare fraud, a crime that affects vulnerable populations and strains public resources.
The case highlights the importance of transparency and accountability in the healthcare industry, particularly when it comes to billing and financial practices. It also underscores the need for vigilance and cooperation between law enforcement agencies and healthcare providers to prevent and detect such schemes.
