Drug Trafficking Ring Brought Down in Wisconsin

A California-based meth trafficking ring that shipped large quantities of methamphetamine to Northeastern Wisconsin has been dismantled, with five defendants receiving prison sentences for their roles in the operation.

According to a press release from the U.S. Attorney’s Office for the Eastern District of Wisconsin, the defendants – Tou Lee Xiong, Blia Lor, Meng Xiong, Cher Yang, and Gwen Biersteker – were convicted of conspiracy to distribute methamphetamine and other related charges.

The investigation, led by the U.S. Drug Enforcement Administration, uncovered a large-scale trafficking operation that brought in over 100 pounds of methamphetamine from California to the Fox Valley region of Northeastern Wisconsin between 2016 and 2018.

Tou Lee Xiong, 45, of Represa, California, was sentenced to 240 months in prison for his role in orchestrating shipments from sources in California using contraband phones.

Blia Lor, 38, of Appleton, Wisconsin, received a 115-month sentence for his role as a point of contact for local distribution in the Fox Valley and Green Bay areas.

Meng Xiong, 43, of Merced, California, was sentenced to 120 months in prison for possession with intent to deliver methamphetamine.

Cher Yang, 31, of Milwaukee, Wisconsin, was sentenced to 60 months in prison for his role in providing funding for the operation and transporting methamphetamine from Milwaukee to the Appleton area.

Gwen Biersteker, 41, of Seymour, Wisconsin, received a 60-month sentence for her role as a point of contact for local distribution in the Fox Valley region.

The investigation was a collaborative effort involving the U.S. Drug Enforcement Administration, the United States Postal Inspection Service, the Brown County Drug Task Force, the Wisconsin Department of Justice – Division of Criminal Investigation, and the Federal Bureau of Investigation.

The case was prosecuted by Assistant United States Attorney Andrew J. Maier.
