ORLANDO, FL – Trayone Lefferio Bell, 42, of Titusville, Florida, is headed to federal prison for more than 14 years after a jury found him guilty of orchestrating a brazen identity theft and tax fraud scheme. U.S. District Judge Carlos E. Mendoza handed down the 14 years and 6 months sentence today, along with a hefty $266,769 money judgment and an $823,797 restitution order. The case highlights the growing threat of refund fraud fueled by stolen personal information.
Bell wasn’t after petty cash. The feds say he possessed the stolen names, dates of birth, and Social Security numbers of hundreds of victims. He weaponized this stolen data, filing false federal tax returns and directing the resulting refunds to prepaid debit cards issued in the names of those victims. The scale of the operation was significant, with Bell amassing over 100 of these fraudulently obtained cards.
Once in possession of the cards, Bell didn’t bother with subtlety. Authorities allege he systematically drained the accounts through large cash withdrawals and purchases, turning stolen identities into cold, hard money. The jury convicted Bell on one count of fraudulent possession of access devices, two counts of theft of government money, and three counts of aggravated identity theft on October 11, 2017 – a date that now marks the beginning of a long stretch behind bars.
The investigation wasn’t a solo effort. The St. Cloud Internal Revenue Service-Secret Service Financial Crimes Task Force, a multi-agency behemoth, brought Bell down. The task force included the IRS Criminal Investigation division, the U.S. Secret Service, and a slew of local law enforcement agencies: St. Cloud Police Department, Osceola County Sheriff’s Office, Brevard County Sheriff’s Office, Palm Bay Police Department, Casselberry Police Department, Kissimmee Police Department, Winter Park Police Department, and Maitland Police Department. This demonstrates the widespread impact of identity theft and the need for coordinated law enforcement response.
Assistant United States Attorney Emily C. L. Chang prosecuted the case, meticulously building a case based on the evidence gathered by the task force. The sentence sends a clear message: stealing identities and defrauding the government isn’t a victimless crime, and those who engage in such schemes will face serious consequences. The Department of Justice, Middle District of Florida, handled the prosecution.
While the restitution order aims to compensate the victims, recovering funds in cases like these is often a long shot. The case serves as a stark reminder to protect your personal information and regularly monitor your credit reports. The ripple effects of Bell’s actions will be felt by his victims for years to come, even after he serves his sentence. The Secret Service continues to investigate similar schemes across the country, aiming to dismantle these criminal networks and protect American citizens.
