Despite decades residing in the country, Bui never sought or obtained U.S. citizenship. An immigration judge issued a removal order in 2005, yet Bui remained in the U.S. for another 21 years, continuing to commit crimes and burden the system. Questions arise as to why deportation wasn’t expedited.

Immigration and Customs Enforcement (ICE) claims to have followed protocol, notifying the Department of Homeland Security, the DHS Office of Inspector General, and the ICE Office of Professional Responsibility via the Integrity Coordination Center. Bui’s next of kin has reportedly been notified. This notification, however, rings hollow when weighed against the years of documented criminal activity and the failure to enforce the original removal order.

ICE insists it provides “safe, secure and humane environments” within its detention facilities, citing medical screenings within 12 hours of arrival, full health assessments within 14 days, and 24-hour emergency care. But these assurances do little to quell concerns when a detainee dies while in custody, especially one with a complex medical and criminal history. The DHS Appropriations Act of 2018 mandates that ICE publicize all reports regarding in-custody deaths within 90 days, and those reports will be available on ICE.gov.
