UTICA, NY – Dianna Nolan, 48, of Utica, New York, will spend the next three years under federal supervision after admitting to a calculated scheme to cheat both her clients and the U.S. government. Nolan, a former professional tax preparer, received her sentence today in federal court, a slap on the wrist for a years-long pattern of deceit.

According to court documents, Nolan operated as a tax preparer in Oneida County from at least 2014 through 2018. But while helping others navigate the complexities of the tax code, she was busy lining her own pockets. Nolan deliberately failed to report all of her income on her personal tax returns for 2017 and 2018, effectively stealing from the same system she purported to serve.

The fraud didn’t stop there. Nolan also falsified income tax returns for her clients, concocting bogus losses from rental properties. This allowed her clients to pay less in taxes, but at a significant cost to the IRS – and ultimately, American taxpayers. The scheme was a deliberate attempt to evade taxes and enrich herself, exploiting the trust placed in her by vulnerable individuals.

U.S. Attorney Carla B. Freedman and Thomas Fattorusso, Executive Special Agent in Charge of the IRS-Criminal Investigation (IRS-CI), New York Field Office, announced the sentence, a culmination of a detailed investigation into Nolan’s activities. The IRS-CI dug into Nolan’s business practices, uncovering the extent of her fraudulent behavior. It’s a reminder that even seemingly small-time tax cheats are subject to federal scrutiny.

The court didn’t just hand down a probationary sentence. Nolan was also ordered to pay restitution to the IRS totaling a hefty $101,636.00, covering the tax years 2014 through 2018. While restitution attempts to make the government whole, it doesn’t erase the damage caused by her actions. The feds are clear: cheating on taxes is a serious crime with real consequences.

Assistant U.S. Attorneys Michael F. Perry and Melissa O. Rothbart prosecuted the case, presenting evidence that led to Nolan’s guilty plea.
