Veronica Dale Hahn, 60, of Bonifay, Florida, pleaded guilty to theft of government funds Wednesday after a two-day trial exposed a 15-year fraud scheme that bilked the Department of Veterans Affairs out of $394,800.85. The conviction comes after federal prosecutors presented damning evidence that Hahn faked total blindness while driving, working full time, and passing vision tests in multiple states.
Between November 2001 and February 2016, Hahn collected disability payments for 100% service-connected blindness in both eyes—claiming she could barely see—while simultaneously maintaining active driver’s licenses in New Mexico, Alabama, and Florida. Records show she passed vision exams in each state with at least 20/40 acuity, a level incompatible with legal blindness. Witnesses also repeatedly observed Hahn operating her personal vehicle, directly contradicting her claims to VA physicians.
While collecting benefits, Hahn held down full-time jobs as a case manager and transition counselor at several state correctional facilities—positions that required clear vision to perform safely and effectively. She submitted medical documentation to the VA and private doctors insisting her vision was nearly nonexistent, all while fulfilling job duties that demanded visual competence and routine on-site mobility.
The Department of Veterans Affairs – Office of the Inspector General led the investigation, uncovering a paper trail of false statements, inconsistent medical reports, and license records that dismantled Hahn’s fabricated narrative. Authorities say the fraud began less than a year after she started receiving benefits, with her first driver’s license renewal in New Mexico showing no vision restrictions.
Hahn now faces a maximum sentence of 10 years in federal prison. Sentencing is scheduled for April 13, 2017, at 10:00 a.m. at the United States Courthouse in Panama City, Florida. Assistant United States Attorneys Christopher J. Thielemann and Michael J. Frank prosecuted the case.
