Victor Perdomo Sentenced in Hartford Drug Ring

Victor Perdomo, also known as “Domi,” 35, of Hartford, was sentenced to 70 months in federal prison for his role in a sprawling heroin and fentanyl trafficking ring that flooded the city’s streets with deadly narcotics. U.S. District Judge Michael P. Shea handed down the sentence, which includes four years of supervised release, sealing Perdomo’s fate in a case that exposed the brutal mechanics of a high-volume drug network.

According to court records, the Drug Enforcement Administration’s Hartford Task Force launched a sweeping investigation in August 2017 targeting a major drug trafficking organization led by Julio Oliveras, also known as “Cuzzo Jay.” The probe, which ran for approximately six months, relied on court-authorized wiretaps, controlled buys, and relentless physical surveillance to dismantle the operation that distributed heroin, fentanyl, cocaine, and crack cocaine throughout Hartford.

Perdomo operated as a key supplier of heroin and fentanyl to Oliveras, feeding a distribution chain that used multiple stash houses, storage units, and associate residences to process and move drugs. The investigation culminated on July 19, 2018, when law enforcement executed 10 search warrants and seized roughly 2.7 kilograms of fentanyl, one kilogram of heroin, 500 grams of crack cocaine, 100 grams of cocaine, eight firearms, over 1,000 rounds of ammunition, and large sums of cash.

Perdomo, a citizen of the Dominican Republic lawfully residing in the U.S., has been in custody since his arrest and pleaded guilty on October 21, 2019, to one count of conspiracy to distribute and possess with intent to distribute 100 grams or more of heroin and 40 grams or more of fentanyl. His guilty plea preceded a broader indictment returned by a Hartford grand jury on August 2, 2018, charging him, Oliveras, and 14 others with multiple narcotics offenses.

Oliveras, identified as the ringleader, pleaded guilty to narcotics and firearm charges and was sentenced on January 15, 2020, to 186 months in prison. The crackdown was a joint effort by the DEA Hartford Resident Office and local police departments from Bristol, Hartford, East Hartford, Manchester, New Britain, Rocky Hill, Wethersfield, Windsor Locks, and Willimantic, with support from the Bureau of Alcohol, Tobacco, Firearms and Explosives, Connecticut Department of Correction, and several municipal police forces.

Assistant U.S. Attorney Geoffrey M. Stone prosecuted the case. At the conclusion of his prison term, Perdomo will face immigration proceedings. The seizure of deadly fentanyl quantities underscores the federal government’s aggressive push to disrupt supply chains feeding America’s opioid crisis — one body count at a time.
