December 1, 1930, Washington D.C. – In a stark warning to President Hoover, Secretary of War Patrick Hurley painted a dire picture of the Army’s readiness for war. The Secretary’s annual report revealed that the Army’s preparations were severely hampered by a trio of insidious threats. The first warning was sounded by the depletion of war reserve stocks. As Hurley bluntly stated, ‘at the present depletion rate it will be but a matter of several years when there will be no properly balanced reserve stocks on hand for immediate issue to mobilized man power.’ This alarming prospect made prompt and complete military effectiveness impossible in a given situation.
