William Albert Ulmer, Traveling with a Stolen Passport and Aggravated Identity Theft, North Carolina 2015

A North Dakota man has been sentenced to three years in prison for traveling with a stolen passport and aggravated identity theft charges. William Albert Ulmer, aka ‘Bill Ulmer,’ 49, of West Dickinson, North Dakota, was sentenced to three years in prison for possession of identification document with intent to defraud and aggravated identity theft.

The crime occurred between March 2009 and December 23, 2010, in Charlotte, North Carolina. Ulmer used his brother’s passport, Wayne Jacob Ulmer, Jr., to travel between the United States and Costa Rica.

According to court records, Ulmer used his brother’s passport to fly from Norfolk, Virginia, to San Jose, Costa Rica on March 11, 2009. He resided in Costa Rica for approximately 21 months before returning to the United States on December 23, 2010.

Ulmer pleaded guilty in September 2015 to one count of possession of identification document with intent to defraud and one count of aggravated identity theft. He is currently in federal custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

Ulmer’s sentence also includes three years of supervised release after he is released from prison.

The investigation was handled by the U.S. Department of State’s Diplomatic Security Service, and the Kill Devil Hills Police Department assisted with the case.

Ulmer’s crimes occurred while he was facing state charges in North Carolina related to a worthless check scheme.

Ulmer’s case was prosecuted by Assistant U.S. Attorney Thomas O’Malley, of the U.S. Attorney’s Office in Charlotte.
