William E. Dyer, Tax Evasion, Massachusetts 2024

BOSTON, MA – In a shocking move, William E. Dyer, 56-year-old owner of Hanover-based Pilgrim Paving, has agreed to plead guilty to one count of tax evasion.

According to the charging document, Dyer allegedly diverted payments from Pilgrim Paving customers by directing them to write checks to him, which he then cashed. This scheme, which spanned from 2014 to 2018, resulted in Dyer failing to report over $1.7 million in diverted receipts and additional business deposits on his tax returns.

As a result of this alleged conduct, Dyer underreported his personal income tax obligations, causing a loss to the Internal Revenue Service of nearly $600,000. The charge of tax evasion carries a sentence of up to five years in prison, three years of supervised release, and a fine of $250,000 or twice the gross gain or loss, whichever is greater.

Assistant U.S. Attorney David M. Holcomb of Acting United States Attorney Nathaniel R. Mendell’s Securities, Financial & Cyber Fraud Unit is prosecuting the case. The plea hearing has not yet been scheduled by the court.

The details contained in the charging document are allegations, and Dyer is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Pilgrim Paving, a commercial and residential paving business, was allegedly the victim of Dyer’s scheme, with customers unknowingly participating in the tax evasion plot.
