CLEVELAND, OH – Two men with ties to the criminal justice system are off the streets after being sentenced for running an illegal gun pipeline in Greater Cleveland. Willie Earl Jackson, 26, of Cleveland, received a hefty 84-month prison sentence, while Shane Plats, 31, of Ashtabula, will spend 18 months behind bars. Both men were convicted under the newly-enacted provisions of the Bipartisan Safer Communities Act, marking the first such sentences handed down in the Northern District of Ohio.

The scheme, uncovered by the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), involved Plats purchasing at least seven Palmetto Armory Dagger Compact 9mm pistols from a licensed dealer, then illegally selling them to Jackson. Jackson, despite receiving a warning letter from the ATF in 2022 about straw purchasing – buying guns for others – brazenly continued to traffic firearms, flipping them for profit. Court documents reveal Jackson sold over 35 firearms, including semi-automatic rifles and pistols, to undercover agents posing as street buyers between June and August of 2023.

This wasn’t just a simple resale operation. Jackson wasn’t shy about catering to the darker side of the gun market. He offered to sell agents “Glock switches” – illegal machinegun conversion devices – and even offered to remove serial numbers from the firearms, effectively erasing their history. One rifle Jackson peddled was linked, through NIBIN data, to three separate shootings. Jackson conducted many of these transactions in the parking lots of retail establishments and other public spaces, operating out of his car like a mobile armory.

The pair’s past employment as corrections and detention officers for the Cuyahoga County Juvenile Court adds a layer of bitter irony to the case. While tasked with upholding the law, they were actively fueling the cycle of violence. U.S. Attorney Rebecca C. Lutzko emphasized the significance of the Bipartisan Safer Communities Act, stating it “improves our ability to keep illegal firearms out of our neighborhoods.” The law, signed in June 2022, specifically targets the unlawful trafficking and straw-purchasing of firearms.

Jackson was also ordered to pay a $200 special assessment, while Plats will pay $100. Both will face years of supervised release following their prison terms – three years for Jackson and two for Plats. These convictions are part of a larger, three-month violent crime reduction initiative in Cleveland, spearheaded by the ATF and the USAO, and involving numerous federal, state, and local law enforcement agencies. Over 65 individuals have been charged as part of this effort.

The sentences send a message, though whether it will deter others remains to be seen. Cleveland, like many urban centers, continues to grapple with gun violence, and the flow of illegal firearms remains a constant threat. The ATF and the USAO vow to continue their crackdown, leveraging the new tools provided by the Bipartisan Safer Communities Act to disrupt the networks that put guns in the hands of criminals.
