Jackie Rahm Little, Arson, Minnesota 2023

MINNEAPOLIS, MN – A Plymouth man is facing federal arson charges after allegedly torching two Minneapolis mosques in a span of 24 hours. Jackie Rahm Little, also known as Joel Arthur Tueting, 36, was taken into custody late Saturday night in Mankato, Minnesota, following an investigation led by the FBI and ATF.

According to court documents, Little ignited a fire in a bathroom at the Masjid Omar Islamic Center on April 23rd, around 7:00 p.m. The following evening, just before 7:00 p.m., surveillance footage allegedly captured Little entering Masjid Al Rahma Mosque. Shortly after, a fire erupted on the third floor, forcing an evacuation of the building. Investigators believe Little intentionally set the blaze.

This isn’t Little’s first brush with alleged vandalism and potential targeting of specific communities. Back on January 5th, authorities say Little spray-painted the number “500” on the front door of a U.S. Representative’s Minneapolis district office. Later that same day, he allegedly defaced a patrol vehicle belonging to a Somali Minneapolis Police Department officer and tagged an entryway at a popular Somali marketplace, known locally as the “Somali Mall.”

The quick response from multiple agencies – including the Minneapolis and St. Paul Police Departments, the Hennepin and Blue Earth County Sheriff’s Offices – was crucial in apprehending Little. Federal prosecutors are now building their case, aided by the Justice Department’s Civil Rights and National Security Divisions, and the Hennepin County Attorney’s Office. The motive for the fires remains under investigation, but the targeting of religious institutions raises serious concerns.

Little is scheduled to make his initial appearance in U.S. District Court on Monday, May 1st, before Magistrate Judge Cowan Wright. He is currently presumed innocent until proven guilty. Assistant U.S. Attorney Manda M. Sertich is handling the prosecution.
