WASHINGTON – In a case that shocked the nation, Eugene Williams, 18, of Washington, D.C., has been sentenced to 8.5 years in prison for the brutal shooting death of 16-year-old DeShaun Francis.

The heinous crime took place on February 8, 2022, when Williams, in a fit of rage, fired a single shot into the car where Francis was riding, striking him in the head. Francis, unarmed and innocent, was left fighting for his life, but ultimately succumbed to his injuries on February 11, 2022.

Williams, who previously pleaded guilty to voluntary manslaughter while armed with a firearm, faced a sentencing range of 7.5 to 15 years in prison under the D.C. Voluntary Sentencing Guidelines. However, in a surprising move, the court opted to sentence him under the Youth Rehabilitation Act, granting him a reduced sentence of 10 years, with 18 months suspended.

According to the government’s evidence, Williams had arranged to buy marijuana from a family member of Francis, who had offered him a ride. Williams, armed with a firearm, approached the passenger side of the car and fired a single shot, striking Francis in the head. The victim’s family member, who had been driving the car, exchanged gunfire with Williams and his accomplice, Anthony Greene, before fleeing the scene.

U.S. Attorney Matthew M. Graves and Chief Pamela A. Smith of the Metropolitan Police Department commended the work of the investigators who brought this case to justice. “We hope that this sentence brings some measure of closure to the Francis family and the community,” said Graves. “We will continue to work tirelessly to ensure that those who commit violent crimes are held accountable for their actions.”

Williams will serve 8.5 years of his 10-year sentence, followed by 18 months of supervised probation upon his release. This case serves as a stark reminder of the devastating consequences of gun violence and the importance of holding perpetrators accountable for their actions.
