Donna Byrd Talley, Hydrocodone Pill Trafficking, Virginia 2024

DONNA BYRD TALLEY, 54, of Yorktown, Virginia, was convicted Thursday on federal charges tied to the illegal acquisition of more than 100,000 hydrocodone pills, a scheme that played out over nearly a decade under the radar of her employer—a trusted Hampton dentist. The verdict, delivered by a federal jury in Newport News, marks the end of a sprawling case that exposed how Talley exploited her position to feed both addiction and profit.

Talley, who served as office manager for Dr. Steven Becker, leveraged control over his bank accounts and administrative operations to funnel hydrocodone shipments through his DEA license from 2002 to 2011. Using forged or falsified orders, she directed two dental supply companies to deliver massive quantities of the highly addictive opioid, all under the guise of legitimate dental practice needs. The drugs never went to patients—instead, they were diverted to her husband, associates, and her own escalating addiction.

Court evidence revealed a paper trail of deception: dozens of shipments, cash deposits exceeding $7,000 in 2011 alone, and a pattern of financial manipulation that allowed Talley to conceal her activities. Investigators from the Virginia Department of Health Professions and Virginia State Police confronted her on August 18, 2011. That same day, she admitted to ordering the drugs—and agents recovered a pill bottle matching recent deliveries from her home.

The charges against Talley include acquiring a controlled substance by fraud, possession with intent to distribute, and mail fraud—each carrying stiff federal penalties. The mail fraud counts stem from her use of postal services to receive the illicit shipments, a federal offense that amplified the severity of the case. She now faces a maximum of 10 years in prison, a sentence that will be handed down by U.S. District Judge Mark S. Davis on February 22, 2017.

The case was prosecuted by Assistant U.S. Attorneys Brian J. Samuels and Megan M. Cowles. The announcement was made by Dana J. Boente, U.S. Attorney for the Eastern District of Virginia, along with Karl C. Colder, Special Agent in Charge of the DEA’s Washington Field Division, and Ruth A. Carter, DEA Diversion Program Manager. Federal agencies emphasized the collaboration that led to Talley’s conviction, signaling continued scrutiny of prescription drug diversion.

Related documents, including the indictment and trial transcripts, are available through the U.S. District Court for the Eastern District of Virginia or via PACER under Case No. 4:16-cr-21. This case underscores how trusted insiders can weaponize access to devastate communities already reeling from the opioid crisis—one pill, one lie, at a time.
