Stilwell Woman Gets 46 Months in Meth Conspiracy

MUSKOGEE, OKLAHOMA – Amber Rene Claphan, 34, of Stilwell, Oklahoma, will spend the next four years behind bars after being sentenced for her role in a large-scale methamphetamine distribution network. Claphan received 46 months imprisonment, followed by five years of supervised release, after pleading guilty to DRUG CONSPIRACY, a violation of Title 21, United States Code, Sections 846, 841(a)(1), and 841(b)(1)(A).

Federal prosecutors detailed how Claphan conspired with others to move at least 500 grams of methamphetamine mixture between approximately July 2015 and January 27, 2016. The scope of the operation, which stretched across multiple counties, came to light through a massive, coordinated law enforcement effort dubbed “Home of the Brave.”

The “Home of the Brave” investigation wasn’t a solo act. It was a multi-agency operation led by the Organized Crime Drug Enforcement Task Force (OCDETF) of the Eastern District of Oklahoma, spearheaded by the United States Attorney’s Office. The sheer number of agencies involved highlights the depth and complexity of the drug network they were dismantling.

The list of participating agencies reads like a who’s who of Oklahoma law enforcement: the Oklahoma Bureau of Narcotics, McAlester, Tahlequah, and Muskogee Police Departments, the Cherokee County Sheriff’s Department, Districts 13, 18, 25 and 27 District Attorney’s Drug and Violent Crime Task Forces, the Muskogee County District Attorney’s Office, the Seminole Nation Lighthorse Police Department, the Oklahoma Department of Corrections, the Bureau of Indian Affairs, and the DEA’s offices in McAlester and Tulsa. It was a full-court press.

District Judge Ronald A. White presided over the sentencing hearing in Muskogee. Claphan remains in custody while awaiting transfer to a federal facility where she will begin serving her nonparoleable sentence. The case was prosecuted by Assistant United States Attorney Shannon Henson, who successfully argued for a substantial prison term reflecting the seriousness of the crime and the damage caused by methamphetamine trafficking.

This conviction serves as a stark reminder that the Eastern District of Oklahoma, along with its federal and state partners, remains committed to dismantling drug trafficking organizations and bringing those responsible to justice.
