Bradley Gets 35 Years for Sickening Child Exploitation

BALTIMORE, MD – Louis Frances Bradley, 66, of Baltimore, Maryland, will spend the next 35 years of his life behind bars after being sentenced today for the vile production of child pornography. U.S. District Judge Ellen L. Hollander handed down the sentence, followed by a lifetime of supervised release, bringing a measure of justice to a particularly disturbing case of international exploitation.

The sentence comes after Bradley pleaded guilty to exploiting vulnerable young girls in the Philippines. Between 2014 and 2016, Bradley systematically preyed on women, offering them money – a total of $8,291 across 120 payments – in exchange for sexually explicit images and videos of prepubescent females. He targeted at least 17 individuals in the Philippines, with at least six complying with his depraved requests and sending him the horrific content he craved.

Investigators discovered Bradley utilized social media to cultivate relationships with hundreds of women, carefully selecting those who had access to young, vulnerable children. He created two separate accounts, building a network of contacts before initiating his payments and requests for explicit material. This wasn’t a spontaneous act; it was a calculated, methodical operation designed to satisfy his monstrous desires.

This isn’t Bradley’s first brush with the law. Court records reveal he has four prior state convictions related to the sexual exploitation of children, demonstrating a pattern of predatory behavior spanning years. The federal sentence aims to finally incapacitate a repeat offender and prevent further harm to innocent victims.

The case was a collaborative effort led by Acting United States Attorney for the District of Maryland Stephen M. Schenning, Special Agent in Charge Gordon B. Johnson of the FBI’s Baltimore Field Office, and Commissioner Kevin Davis of the Baltimore Police Department. This investigation falls under Project Safe Childhood, a national initiative dedicated to combating child sexual exploitation and abuse. As part of his plea, Bradley will be required to register as a sex offender upon his release, a small consolation given the extent of his crimes.

“This sentence sends a clear message: those who exploit children, regardless of where they are in the world, will be brought to justice,” stated Acting U.S. Attorney Schenning. Assistant U.S. Attorney Paul E. Budlow prosecuted the case, ensuring Bradley faced the full weight of the law.
