KANSAS CITY, MO – The streets of Kansas City saw a deluge of methamphetamine thanks to a brazen conspiracy busted by federal authorities. Allyssa D. Samm, 28, and Eric D. Looker, 32, both of Kansas City, Mo., admitted today to their roles in a multi-million dollar drug operation that pumped an estimated 82.7 kilograms of the highly addictive substance into the metro area.
According to court documents unsealed today, the pair participated in the conspiracy from February 8, 2015, to February 29, 2016. Acting U.S. Attorney Tom Larson for the Western District of Missouri announced the guilty pleas, stemming from a case built on evidence including sales to a confidential informant. Samm, the apparent linchpin of the operation, was allegedly purchasing a half-pound of methamphetamine *daily* in the year leading up to her February 20, 2016 arrest.
The operation wasn’t a solo act. Looker acted as a downstream distributor, receiving methamphetamine from Samm and a co-conspirator. Investigators believe Looker moved at least a half-ounce of meth per week – totaling a staggering 731.1 grams – further spreading the drug throughout the Kansas City area. The average street price during the conspiracy? A cool $700 per ounce (28.35 grams). This isn’t just about drugs; it’s about the destruction wrought on families and communities.
The financial impact is massive. Judge Gary A. Fenner assessed a joint money judgment of $2,044,700 against both Samm and Looker, representing the total proceeds from the illegal enterprise. While Looker’s individual responsibility is pegged at $18,200, Samm is believed to have been involved in the full distribution amount, receiving her supply from a Kansas City, Kan., source. Amanda N. Greenway, 30, of Kansas City, Mo., previously pleaded guilty on April 12, 2017, to her role, facing a $175 share of the money judgment for distributing at least 6.7 grams.
The consequences are looming. Samm faces a mandatory minimum of five years in federal prison, with a potential maximum sentence of 40 years. Looker’s situation is even grimmer: a mandatory minimum of 10 years, potentially escalating to a life sentence. These aren’t merely numbers; they represent the potential loss of decades of life for flooding the streets with poison. The sentencing hearing will be scheduled following a presentence investigation by the United States Probation Office.
Assistant U.S. Attorney Patrick C. Edwards is prosecuting the case, the result of a dogged investigation by the Independence, Mo., Police Department. This bust sends a clear message: those who profit from the misery of others will be held accountable, and the Grimy Times will be there to report every grim detail.
