The sentencing was announced by Acting United States Attorney Richard G. Frohling of the Eastern District of Wisconsin on November 29, 2021. Frank’s sinister plan to lure a 15-year-old into sexual intercourse landed him in federal court.

According to court records, Frank, who was already a registered sex offender due to his 2012 conviction for attempted possession of child pornography, used a popular social media site to initiate contact with the minor. His advances became increasingly graphic, culminating in a planned meeting at the child’s residence that ultimately ended with his arrest by an undercover officer on May 18, 2020.

Judge William C. Griesbach emphasized the gravity of Frank’s charges and his previous criminal record during sentencing. Upon his release from prison, Frank will be subject to a mandatory five years of supervised release and must continue to register as a sexual offender.

This case was a product of Project Safe Childhood, the Justice Department’s initiative aimed at combating child exploitation and abuse. Assistant United States Attorney Daniel R. Humble led the prosecution with the support of the Fox Valley Metro Police Department and the Federal Bureau of Investigation.
