Arthur Vann, Conspiracy, South Carolina 2024

Arthur Vann, 65, of Aiken, South Carolina, has admitted to stealing $1.4 million from investors through a web of offshore shell companies and forged financial statements. Vann, once trusted as a financial adviser, pleaded guilty in federal court in Columbia to Conspiracy, a felony under 18 U.S.C. § 371, marking the end of a years-long scheme that left retirees and small investors reeling.

The crime unfolded as Vann directed clients to invest in a fund supposedly focused on the Cayman Islands. Instead of funneling the money as promised, he rerouted substantial portions into bank accounts he controlled, primarily based in the Caribbean. Those funds were then used for personal expenses, enriching Vann while investors believed their wealth was growing.

When questions arose, Vann doubled down on the deception. He produced and sent fake account statements to investors, fabricating returns and balances to maintain the illusion of legitimacy. The ruse held for a time, but discrepancies eventually surfaced, triggering internal reviews and ultimately a federal investigation.

FBI agents moved in, unraveling the offshore network Vann had built. Evidence presented during the change of plea hearing laid bare the depth of the fraud: misleading transfers, concealed ownership, and deliberate obfuscation of fund movements. The total loss to victims was confirmed at $1.4 million.

U.S. District Judge J. Michelle Childs accepted the guilty plea and will determine Vann’s sentence at a later date. Acting United States Attorney Beth Drake noted the maximum penalty for Conspiracy carries up to five years in federal prison and/or a $250,000 fine. No restitution details were disclosed in open court.

The case was handled by Assistant United States Attorney Winston David Holliday, Jr. of the Columbia office, who emphasized the message federal prosecutors are sending: financial advisers who betray their clients’ trust will face federal time. The FBI led the investigation, with no co-conspirators identified at this time.
