KANSAS CITY, Mo. – In a stunning reversal of fortune, Russell Hopkins, the mastermind behind a $10.2 million securities fraud conspiracy, has been sentenced to four years in federal prison without parole. The scam, which bilked investors across the U.S. and Canada out of millions, centered around Petro America Corporation, a company with no oil assets but was falsely presented as a profitable enterprise with a valuation of $284 billion.
More than 12,000 investors were duped into investing over $10.2 million in Petro America shares. Hopkins, 51, from Northport, Ala., was part of a group that made false claims about the company’s assets and prospects, which had no oil reserves or employees aside from CEO Isreal Owen Hawkins.
In his role as a key conspirator, Hopkins pleaded guilty to securities fraud and wire fraud. Despite being unlicensed to sell securities, he promoted Petro America and sold shares to unsuspecting investors. The court ordered him to pay $673,465 in restitution.
Hopkins was among nine co-defendants who admitted their roles in the scheme, while five others were convicted at trial. Hawkins, 59, from Kansas City, Kan., received a 30-year sentence without parole for his leadership in the fraud.
The fraudulent endeavor reached its peak when, after a cease and desist order was issued by Missouri authorities, Hawkins gifted billions of Petro America shares to co-defendants like Hopkins. These shares were then sold with kick-back payments to Hawkins and others, often under false pretenses that they were personal investments. The true nature of the scam was never revealed to investors, who were left without their hard-earned money.
Hopkins, who admitted his involvement in the conspiracy beginning on September 1, 2008, faces a future behind bars after his fraudulent activities caused significant harm to countless investors. His sentence sends a clear message that such deceitful schemes will not be tolerated.
