PHOENIX, Ariz. – The District of Arizona has dropped the hammer on Farrukh Jarar Ali, 41, charging him with orchestrating a colossal $650 million healthcare fraud scheme. Ali is accused of running a Pakistan-based operation called ProMD Solutions, which provided fraudulent credentialing and billing services for substance abuse treatment clinics across Arizona.
According to federal prosecutors, Ali’s scheme involved at least 41 clinics that did not provide legitimate care but billed Medicaid and Medicare (specifically AHCCCS) for non-existent or substandard addiction treatment services. The false claims submitted to AHCCCS were for an astronomical sum of approximately $650 million, with the agency paying out around $564 million.
Ali personally pocketed over $24.5 million from this scheme, using some funds to buy a luxurious golf estate in Dubai. The indictment against him includes charges of conspiracy to commit health care fraud and wire fraud, three counts of wire fraud, and money laundering.
United States Attorney Timothy Courchaine called healthcare fraud a serious threat to the trust in the American healthcare system. “Health care fraud doesn’t just steal money from taxpayers; it also degrades trust in the system Americans rely on for their health,” he said.
The Department of Justice’s 2025 National Health Care Fraud Takedown has resulted in a major crackdown, with Ali being one of 324 defendants charged across the nation. Over $245 million in assets were seized as part of this operation.
