Richard Isla Talens, Transportation of Materials Involving the Sexual Exploitation of Minors, Louisiana 2025

Acting U.S. Attorney Michael M. Simpson has announced that Richard Isla Talens, a 39-year-old resident of Slidell, Louisiana, has pleaded guilty to Transportation of Materials Involving the Sexual Exploitation of Minors. The charges stem from Talens’ involvement in the international transport of child sexual abuse materials.

Talens faces a mandatory minimum sentence of five years and a maximum of twenty years in prison, along with a fine of up to $250,000. Additionally, he is subject to a term of supervised release of at least five years or life after his prison term ends. A mandatory special assessment fee of $100 also applies.

The case originated from an investigation by U.S. Customs and Border Protection (CBP) at Dulles International Airport in Virginia. CBP officers discovered that Talens transported images and videos depicting the sexual victimization of minors on an Apple MacBook computer between the Eastern District of Louisiana and Istanbul, Turkey. Upon returning to the United States with the illicit materials, Talens was arrested following a search warrant executed by Homeland Security Investigations (HSI) agents at his residence in Slidell, where further evidence was uncovered.

Sentencing is scheduled for September 18, 2025, before United States District Judge Eldon E. Fallon. This case is part of Project Safe Childhood, the Department of Justice’s initiative to combat child sexual exploitation and abuse. Assistant U.S. Attorney Brian M. Klebba, Chief of the Financial Crimes Unit, is handling the prosecution.
