Anahit Hovhannisyan, a 34-year-old woman from Armenia, has pleaded guilty to health care fraud charges in a Louisiana court.
According to the Second Superseding Indictment, Hovhannisyan was the owner of Health Guard, Inc., a medical clinic in Louisiana that operated as a hub for a larger criminal organization.
The indictment alleges that patients were taken to Health Guard, Inc. for medical tests that were not performed or medically necessary.
Patients were also moved between other clinics owned by Hovhannisyan to repeatedly perform unnecessary tests, and were threatened with withheld prescriptions for narcotic drugs if they refused the tests.
The bills for these unnecessary services were then submitted to Medicare and Medicaid, resulting in millions of dollars in fraudulent claims.
The investigation into Health Guard, Inc. was conducted by Special Agents of the Federal Bureau of Investigation, the U.S. Department of Health and Human Services, Office of Inspector General, and the Louisiana Department of Justice, Medicaid Fraud Control Unit.
The case is being prosecuted by Assistant U.S. Attorney Patrice Harris Sullivan, and sentencing for Hovhannisyan has been scheduled for September 26, 2013.
