Anthony Ramon Hall, Racketeering, Oklahoma 2015

A Tulsa, Oklahoma man has pleaded guilty to racketeering charges in connection with his involvement with the Universal Aryan Brotherhood (UAB) prison gang.

Anthony Ramon Hall, 39, pleaded guilty before U.S. District Court Judge Claire V. Eagan in the Northern District of Oklahoma. Hall admitted to holding a leadership position in the UAB’s ‘main council,’ the supreme governing body of the UAB.

As part of the plea agreement, Hall acknowledged that the UAB is a violent, ‘whites only’ prison-based gang with members and associates operating inside and outside of state prisons throughout Oklahoma. He also admitted to advancing the UAB enterprise by selling methamphetamine.

According to court documents, Hall used smuggled cell phones to coordinate the delivery, receipt and sale of methamphetamine from prison by UAB members and associates outside of prison who would then return profits to him. He also coordinated the firebombing of a car belonging to a person he believed had stolen from UAB’s methamphetamine enterprise.

Two associates of Hall, Carl Matthew Smith, 37, and Robert Allen Paul Bryan, 40, both of Tulsa, Oklahoma, also pleaded guilty to related charges. Smith pleaded guilty to conspiracy to participate in a racketeering enterprise and conspiracy to possess with intent to distribute methamphetamine on June 2, 2015. Bryan pleaded guilty to one count of violence in aid of racketeering connected to the maiming of a former UAB member on June 4, 2015.

The case was investigated by the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations; Tulsa, Oklahoma, Police Department; Bureau of Alcohol, Tobacco, Firearms and Explosives; Internal Revenue Service-Criminal Investigations Division; FBI; Tulsa County Sheriff’s Office; and the Oklahoma Department of Corrections. The case is being prosecuted by John C. Hanley of the Criminal Division’s Organized Crime and Gang Section and Assistant U.S. Attorneys Allen Litchfield and Jan Reincke of the Northern District of Oklahoma.

Sentencing for Hall is set for September 24, 2015. Sentencing for Smith is set for September 3, 2015, while sentencing for Bryan is set for September 22, 2015.
