Belleville, IL – The grimy streets of Illinois were hit with a jolt as Luis Fernando Enciso-Ulloa, a 58-year-old from Arizona, faced the music for his role in a federal marijuana conspiracy. Sentencing was handed down on Friday morning by United States Chief District Judge Michael J. Reagan, who locked up Enciso-Ulloa for 18 months to serve as a stern warning against drug crimes.
According to court records, Enciso-Ulloa’s transgressions reached from the scorching deserts of Nogales, Arizona, to the bustling streets of Belleville. He was caught packaging and shipping four packages totaling 22 pounds of pot across state lines, and even had his fingers in the pie to find a buyer for around 13 pounds more over two years.
It wasn’t Enciso-Ulloa’s first rodeo when it came to drug offenses; his seventh conviction was this one. United States Attorney for the Southern District of Illinois, Donald S. Boyce, emphasized that the sentence is not just about punishment but also about promoting respect for the law and deterring others from following in Enciso-Ulloa’s footsteps.
The Organized Crime Drug Enforcement Task Force (OCDETF) led an investigation that proved crucial to this prosecution. This collaborative effort brought together federal, state, and local law enforcement agencies such as the DEA, IRS, Illinois State Police, and Fontana, California Police Department. Assistant United States Attorney Monica A. Stump was the lead prosecutor in this case.
Enciso-Ulloa’s punishment includes a $300 fine and a special assessment fee of $100, on top of the 18-month imprisonment and three years of supervised release. The judge’s message was clear: drug dealers will face severe consequences for their actions.
This sentence is a stark reminder that the war on drugs is relentless, and those who choose to traffic and distribute illegal substances will pay a heavy price. For Enciso-Ulloa, it’s time served before returning to society— hopefully with a new outlook and an aversion to criminal activity.
