BALTIMORE, MD – A Baltimore man has admitted to a horrifying pattern of abuse against a child. Zachary Anthony Campbell, 33, pleaded guilty today to two counts of sexually exploiting a minor, a case that exposes the dark underbelly of child predation. According to court documents, Campbell subjected an 11-year-old victim to repeated sexual abuse. The crimes occurred on multiple occasions throughout 2023 and 2024. This wasn’t a one-time lapse in judgment; it was a calculated and repeated act of exploitation.
But the abuse didn’t stop there. Campbell also installed a hidden camera in a bathroom, surreptitiously filming the victim undressing on five separate occasions. These recordings were then saved on his phone, a digital collection of unspeakable acts. The sheer premeditation and technological component of this crime highlight the evolving dangers facing children today.
U.S. Attorney for the District of Maryland, Kelly O. Hayes, announced the guilty plea alongside representatives from the FBI, Baltimore Police Department (BPD), and Towson University Police Department (TUPD). This was a coordinated effort, a testament to the dedication of law enforcement to dismantle these predatory networks. Special Agent in Charge William J. DelBagno of the FBI and Commissioner Richard Worley of the BPD were key players in bringing Campbell to justice.
Campbell now faces a mandatory minimum sentence of 15 years in federal prison, with a potential maximum of 60 years. Upon release, he will be subject to a lifetime of supervised release.
