Kenneth Blair, a 54-year-old mortgage consultant from Clermont, Florida, has pleaded guilty to a bank fraud scheme that deceived financial institutions into approving millions in mortgage loans to unqualified borrowers. Between May 2024 and July 2025, Blair and his accomplices fabricated paystubs and employment letters to make it seem like his clients had higher incomes, allowing them to secure loans they couldn’t afford. The scheme was carried out in the Middle District of Florida and involved government-sponsored entities Fannie Mae and Freddie Mac, as well as the Federal Housing Administration.

Blair’s role in the scheme was to prepare and submit the fake documents to mortgage lenders, who then approved and funded the loans. In exchange, Blair received undisclosed payments from his clients. The case was investigated by the Federal Housing Finance Agency – Office of Inspector General and the U.S. Department of Housing and Urban Development – Office of Inspector General.

Blair faces a maximum penalty of 30 years in federal prison for his role in the scheme. A sentencing date has not been set. The case is being prosecuted by Special Assistant United States Attorney Chris Poor. The guilty plea is part of a larger effort by the Department of Justice to combat fraud and protect taxpayer dollars.

The Department of Justice announced the creation of the National Fraud Enforcement Division on April 7, 2026, which aims to investigate and prosecute those who steal or fraudulently misuse taxpayer dollars. This effort supports President Trump’s Task Force to Eliminate Fraud, a whole-of-government effort to eliminate fraud, waste, and abuse within Federal benefit programs.
