WEST PALM BEACH, FL – Another cog in a brutal cocaine pipeline connecting Arizona and Florida is off the streets. Jerrick David Bartee, 31, of West Palm Beach, received a 168-month federal prison sentence today, concluding a sprawling case that ensnared 30 individuals and flooded the streets of Lake Worth with crack cocaine. U.S. District Judge Kenneth A. Marra handed down the sentence, followed by five years of supervised release, for Bartee’s role in the conspiracy to distribute over five kilograms of cocaine, a violation of Title 21, United States Code, Sections 841(a)(1) and 846.
The takedown, a two-year investigation culminating in February 2013, exposed a remarkably organized operation. Agents from the Federal Bureau of Investigation (FBI) Miami Field Office, alongside the Palm Beach County Sheriff’s Office, discovered the network was responsible for smuggling in excess of 12 kilograms of cocaine from Arizona. The operation wasn’t limited to simple transport; once the drugs reached South Florida, members of the ring converted significant portions into crack cocaine, fueling addiction and violence in the Lake Worth area.
While Bartee is the last to be sentenced, the court records reveal a cascade of harsh penalties for his co-conspirators. George Evans Bivins Jr., 31, of West Palm Beach, received a staggering 360-month sentence – 30 years in prison. Antonio Markeith Beverly, 30, of West Palm Beach, was sentenced to 228 months. Daniel Emmanuel Torrez, 33, of Tucson, Arizona, received 150 months, while Lavaris Reshard Bivins, 23, of West Palm Beach, got 188 months. The sentences don’t stop there.

Wellington Timothy Glinton, 21, of Lake Worth, 120 months. Javaris Reshad Bartelmy, 25, of Boynton Beach, 60 months. Ernest Andrew Holiday, 31, of Riviera Beach, 120 months. Jean Innocent, 22, of Lake Worth, 135 months. Demetrice Lemane Jones, 38, of Riviera Beach, 121 months. Dominic Perry Lamare, 36, of Port St. Lucie, 120 months. Patrick Jarrod Lowe, 26, of Lantana, 164 months. Richard John Mercy, 32, of North Palm Beach, 120 months. Frank Davis Moore Jr., 34, of Royal Palm Beach, 180 months. Evens Pierre-Lewis, 28, of Palm Springs, 240 months. Theresa Lashai Razz, 29, of West Palm Beach, 48 months. Lori Beth Mae Saccoman, 51, of West Palm Beach, 37 months. Jeannot Saintelus, 24, of Lake Worth, 60 months. Calvin Leon Sirmans, 30, of Lake Worth, 120 months. Jamie Toby, 25, of Lake Worth, 200 months. Monica Deloris Toby, 48, of Lantana, 120 months. Eric Lanard Williams, 30, of Lantana, 120 months. David Lendell White, 27, of Lake Worth, 120 months.
One defendant, Frank Davis Moore Jr., chose to fight the charges, but ultimately was convicted at trial. The U.S. Attorney for the Southern District of Florida, Wifredo A. Ferrer, along with Special Agent in Charge George L. Piro of the FBI and Sheriff Ric Bradshaw of Palm Beach County, heralded the conclusion of the case as a significant victory in their ongoing battle against drug trafficking.
This operation serves as a stark reminder of the relentless flow of narcotics through the region and the devastating consequences for both those involved and the communities they prey upon. While Bartee’s sentencing marks the end of this particular investigation, the fight against organized crime in South Florida is far from over.
