Joseph Edward Conner, a Bay Point resident of California, was handed a 112-month sentence yesterday for his role in methamphetamine trafficking. The stern sentence was announced by United States Attorney Brian J. Stretch and various law enforcement agencies, including the DEA, IRS Criminal Investigations, U.S. Postal Inspection Service, and Homeland Security Investigations.
Conner, now 47 years old, admitted to three separate transactions of high-purity methamphetamine, amounting to nearly 4 pounds of the drug. His last transaction on December 16, 2014, was aborted when he attempted to sell 3 pounds of 97.5% pure meth for $14,400 before his arrest.
The defendant had previously negotiated a sale of half-pound of 99% pure meth for $3,000 in August 2014 and another pound of 99.5% pure meth for $5,400 in November 2014. All transactions were conducted with DEA Task Force Officers.
Conner was indicted on June 2, 2015, charged with three counts of possession of methamphetamine with intent to distribute under federal law. He pleaded guilty to all charges in August 2016. In addition to his prison term, he has been sentenced to a 3-year period of supervised release.
Following his arrest on December 16, 2014, Conner was released on a $150,000 secured bond but was ordered by Judge Haywood S. Gilliam to surrender by June 9, 2017, to start serving his sentence.
The investigation and prosecution of this case were a collaborative effort between multiple law enforcement agencies, including the Contra Costa County Sheriff’s Office, South San Francisco Police Department, Oakland Police Department, and others.
