BAYOHAN MANGUAL, 38, was arrested on Friday, November 17, in connection to a shooting in Rutland, Vermont, that occurred on September 2, 2023.
According to police, Mangual is charged with possession of ammunition in connection to the shooting, which resulted in the death of one man and the injury of another. On September 2, 2023, Rutland City Police Department officers responded to an apartment on Cherry Street in Rutland City and found a deceased man and an injured man, both of whom appeared to have been shot. At the time Mangual possessed the ammunition, he had prior felony convictions that prohibited him from possessing ammunition under federal law.
Mangual, a resident of New Britain, Connecticut, was arrested in Connecticut and later transferred to the District of Vermont, where he appeared in court on November 17. U.S. Magistrate Judge Thomas O. Farrish ordered Mangual to be detained and transferred to Vermont for further proceedings. He pleaded not guilty to the charges.
If convicted, Mangual faces a maximum sentence of 15 years imprisonment and a $250,000 fine. The actual sentence will be determined by the court with guidance from the advisory Federal Sentencing Guidelines.
The U.S. Attorney for the District of Vermont commended the collaborative investigatory efforts of the Rutland City Police Department and Homeland Security Investigations, as well as the Vermont State Police Bureau of Criminal Investigations and Crime Scene Search Team, the New Britain, Connecticut Police Department, the Hartford, Connecticut Police Department, and the Connecticut State Police for their vital assistance.
This case is part of Project Safe Neighborhoods, a program aimed at reducing violent crime and gun violence in communities across the country. Mangual is represented by the Office of the Federal Public Defender, while Assistant United States Attorneys Nicole Cate and Jonathan Ophardt are prosecuting the case.
Mangual remains in custody pending further proceedings in the District of Vermont.
