BOSTON – Kirill Gordei, the 34-year-old President of Apelsin Logistics, stands accused of smuggling a $600,000 spectrometer from the United States to Russia. The Belarusian national and U.S. citizen was arrested in Florida on June 30, 2024, for violating export controls.
Gordei is charged with conspiracy against the United States, smuggling goods from the U.S., and exporting a commerce control item without a license. He is alleged to have falsely declared an Orbitrap Exploris GC 240 Mass Spectrometer as destined for Uzbekistan when it was intended for Russia. This shipment violates strict export controls imposed since Russia’s invasion of Ukraine.
Acting United States Attorney Joshua S. Levy emphasized the importance of enforcing export controls, stating that Gordei’s actions undermine national security and highlight the need to prosecute those who circumvent U.S. laws for profit. Assistant Attorney General Matthew G. Olsen vowed to disrupt illicit supply chains funneling technology to Russia.
Assistant Secretary for Export Enforcement Matthew S. Axelrod noted the critical role of freight forwarders in upholding export laws, adding that Gordei’s alleged actions are a clear attempt to evade restrictions designed to degrade the Russian war machine.
The charges against Gordei carry potential sentences of up to 20 years for exporting commerce control items, 10 years for smuggling goods from the United States, and five years for conspiracy. Sentences will be determined by a federal district court judge.
