CINCINNATI – A devastating narcotics conspiracy has been brought to light in Middletown, Ohio, with six individuals charged in connection with the alleged ring.

The indictment, unsealed today, alleges that the group, known as ‘All State,’ was responsible for distributing over 400 grams of fentanyl and over 100 grams of heroin in Middletown.

Benjamin A. Edwards, 38, and Marqui D. L. Conley, 32, allegedly served in leadership roles within the criminal organization, while the other defendants acted as sub-distributors and couriers, as well as enforcers.

According to the indictment, the group engaged in over 40 alleged specific drug transactions between October 2018 and May 2019, with each transaction involving $400 to $2,600 in narcotics sales.

U.S. Attorney Benjamin C. Glassman stated, ‘The indictment alleges not only a narcotics conspiracy, but a violent one.’

Glassman added, ‘According to the indictment’s allegations, certain co-conspirators used and brandished firearms to facilitate their drug trafficking business, intimidate rivals, and punish anyone who stood in their way.’

The indictment details a disturbing conversation between Edwards, Conley, and another individual in January 2019, in which they allegedly discussed a murder-for-hire during a drug transaction.

The 38-count indictment charges each of the defendants with participating in a narcotics conspiracy, as well as possessing and distributing narcotics, using a firearm during a drug trafficking crime, and possessing a firearm as a prohibited person.

The government seeks to forfeit 19 vehicles, including a Maserati, Jaguar, Mercedes Benz, and BMW, at least nine firearms, and nearly $12,000 in cash in this case.
