Anissa Maroof, Controlled Substance Distribution, Maryland 2023

Anissa Maroof, the 48-year-old Bethesda physician, was sentenced to 15 months in federal prison for her illegal distribution of controlled substances, including Xanax, Adderall, and Buprenorphine. The sentence, handed down by U.S. District Court Judge Theodore D. Chuang, also includes two years of supervised release following her prison term.

Maroof’s criminal activities spanned from January 2019 to June 2022, during which she distributed these potent drugs outside the scope of professional practice and not for legitimate medical purposes, according to court documents. The Maryland U.S. Attorney Kelly O. Hayes emphasized that Maroof’s actions endangered public safety.

Operating her addiction psychiatry practice in Bethesda, Maroof not only prescribed dangerous combinations of controlled substances without warning patients of the risks but also provided prescriptions for these drugs without first examining patients, and accepted cash payments for writing prescriptions under her office door. She even directed patients on how to split their prescriptions across different pharmacies.

Despite holding a DEA registration number that allowed her to prescribe controlled substances, Maroof disregarded the law by distributing them illicitly, often to patients from West Virginia. The U.S. Attorney Hayes commended the FBI and Montgomery County Police Department for their diligent investigation into this case.

The sentence reflects the severity of the crime, with Maroof serving the first nine months of her supervised release on home detention. Assistant U.S. Attorneys Christopher Sarma and Elizabeth Wright were recognized for their role in prosecuting this federal case.
