Rapid City Man Sentenced to Prison for Failure to Register as Sex Offender

In a harsh blow to a repeat offender, Blaine Kills Back, age 48, was sentenced to two years and six months in federal prison for his fourth conviction of Failure to Register as a Sex Offender. This conviction is a direct result of his inability to comply with the registration requirements as a sex offender in the state of South Dakota.

The sentencing took place on March 31, 2025, before U.S. District Judge Camela C. Theeler. Kills Back was also ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

Kills Back’s lengthy history with sex-related crimes began in February 2000, when he was convicted of Sexual Abuse of a Minor as an adult. In addition, he was convicted of Sexual Contact without Consent in the Seventh Judicial Circuit Court, Pennington County, South Dakota, in February 2005. His most recent conviction was for Failure to Register as a Sex Offender on three prior occasions, in 2015, 2018, and 2023.

After being released from prison in July 2024, Kills Back began supervised release in Rapid City. However, he failed to register a valid address, instead choosing to reside in a prohibited community safety zone in Box Elder, South Dakota. His whereabouts were unknown for more than a month, prompting authorities to launch an investigation.

The U.S. Marshals Service investigated the case, with Assistant U.S. Attorney Heather Knox handling the prosecution. As a result of the conviction, Kills Back was immediately remanded to the custody of the U.S. Marshals Service.

The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. This program marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.
