Aleksandr Pikus, Healthcare Kickback and Money Laundering, New York 2024

Brooklyn’s Aleksandr Pikus was handed a 13-year prison sentence today for orchestrating a multimillion-dollar healthcare kickback and money laundering scheme. The defendant, who managed medical clinics in Brooklyn and Queens, was convicted by a federal jury of conspiracy to commit money laundering, health care kickbacks, and defrauding the United States.

United States District Judge Ann M. Donnelly also ordered Pikus to pay restitution totaling $23 million to Medicare, $16 million to Medicaid, $433,297 to the Internal Revenue Service, and to forfeit $2,614,233.79. The court’s decision comes after a lengthy investigation by federal authorities.

Seth D. DuCharme, acting U.S. Attorney for the Eastern District of New York, emphasized the severity of Pikus’s crimes, stating that the defendant’s scheme to siphon tens of millions from Medicare and Medicaid programs was both extensive and reprehensible.

Acting Assistant Attorney General Brian C. Rabbitt highlighted Pikus’s role as a leader in this fraudulent scheme, noting that the sentence reflects the Justice Department’s dedication to safeguarding federal healthcare programs and their beneficiaries.

HHS-OIG Special Agent-in-Charge Scott J. Lampert described Pikus as the “kingpin” of a massive fraud syndicate, emphasizing the need for continuous efforts to root out similar schemes targeting government health funds.

IRS-CI Special Agent-in-Charge Jonathan D. Larsen underscored the impact of Pikus’s greed on the healthcare system, asserting that justice had been served and promising continued collaboration with law enforcement partners to combat such crimes.

The evidence at trial revealed that over nearly a decade, Pikus and his co-conspirators operated through medical clinics, referring patients for kickbacks and laundering proceeds through various companies. They used sham shell companies and fake invoices to hide their activities.
