Carl Dean Bullock, Mail and Wire Fraud, California 2023

LOS ANGELES – Carl Dean Bullock, 65, of South Los Angeles, is trading the California sun for a federal prison cell after being sentenced today to 18 months behind bars for his central role in a predatory lottery scheme targeting vulnerable elderly victims. Bullock pleaded guilty in February to mail and wire fraud, admitting he preyed on seniors with false promises of massive winnings from Publishers Clearing House and other lotteries.

The scam was simple, but devastatingly effective. Bullock and his co-conspirators lured victims with notifications of ‘winning’ the lottery, only to demand upfront payments for taxes, fees, and insurance – money that, of course, vanished into thin air. The U.S. Department of Justice confirmed Bullock will also serve three years of supervised release, with strict conditions placed on his bank accounts and mail usage. He’s been ordered to pay a hefty $227,675.21 in restitution to the victims he swindled.

Court documents reveal the scope of Bullock’s greed. He and his crew raked in cash through a variety of methods – Western Union and MoneyGram wire transfers, money orders sent via the U.S. Mail, and cold, hard cash. Bullock personally pocketed at least $45,000 from the scheme, a significant portion of which was then funneled to co-conspirators based in Jamaica, indicating an international element to the operation.

The investigation, spearheaded by the United States Postal Inspection Service with crucial assistance from the Glendale Police Department, uncovered a pattern of systematic exploitation. Postal Inspectors are uniquely positioned to investigate mail fraud schemes, and their diligence was key to bringing Bullock to justice. The victims, often isolated and trusting, were left financially and emotionally drained by Bullock’s callous deception.

Assistant United States Attorney Michael G. Freedman, of the General Crimes section, successfully prosecuted the case, demonstrating a commitment to protecting vulnerable populations from financial predators. This sentencing sends a clear message: targeting the elderly with fraudulent schemes will not be tolerated. The Grimy Times will continue to follow this case and report on any further developments, including the prosecution of Bullock’s Jamaican accomplices.

While 18 months is a start, many will question if this sentence adequately reflects the emotional and financial toll inflicted upon the victims. The loss of life savings and the shattering of trust are wounds that may never fully heal. This case serves as a stark reminder for families to remain vigilant and protect their elderly loved ones from these increasingly sophisticated scams.
